What happens to the TDA that Maduro claims he won't accept? What do you do with them?
Do you parachute them into Venezuela, or do you find a place like Libya, Rwanda or even Liberia?

Pack them into a C-130 cargo plane, fly it to Venezuela, once over Venezuela, open the back hatch, make a vertical climb dumping them out. Parachutes are optional.
