Most of them may not need it. But they will have to be given a revocation date and allowed reasonable time to self-deport. If there are other issues that have to be addressed they (through their attorney) can apply for additional review. Then it will be up to an immigration officer to review and in some cases may have to go to an immigration judge. For example they may have a pending application for permeant legal status

I would expect the vast majority to be removable.
