You're way behind the times. Methane emissions from ruminants come mostly from burps rather than farts and programmes are already under way to breed ruminants with a lesser tendency to burp methane.
 
I'd think the backpacks were simply intended to help monitor the cows output, not control it.

Do you recall the SNL skit with the character (Will Ferrel, I think), in a chamber with three or four back ends of cows farting away as he took notes. His girlfriend shows up and tries to talk him into taking a different career so they can spend their lives together. But he's too dedicated to his work.
 
The Warmers think cow farts are melting the Polar ice caps, so nothing surprises me
