" So the ends justify the Means " -- Jack Gilford.
" Well that's what they got on the scoreboard. " -- J.Lemmon

" Everybody in this whole God-Damned country
dances around the law ". -- Jack Lemmon
I cannot disagree.
N'cest Pas ?
That quote goes back to 1960 movie, The Apartment.
I doubt Jack (RIP 2001) had the Trump Administration in mind, back then in 1960.

Lemmon was a hell of an actor. Loved him in Glengarry Glen Ross. One of the greatest casts of any movie. True pros of the acting business.

" I thought you outta see it just once "
Closing dialogue by Lemmon.
As he watches a little league practice game as
a baseball is hit by the fence. He unhitches the fence
and the gathers the baseball as a few kids start
yelling to toss the baseball back.
Lemon goes into his Sachel Paige pitcher windup
and throws the baseball back. The ball sails out of the park fence
past the hitters box and spectator seats.
Pure Lemon.Pure the right thing to do.
Unlike today.
And Tommorow and Tommorow.

Yes. That Jack Lemmon is the origin of the quote, and in the 1960 movie, The Apartment. If memory serves (and it might not) it was about a guy or guys that rented an apartment, somewhere in the city, to take women, to fool around on their wives. Could be confusing that. Been a long long time since I saw it, maybe on Turner Classic.
Oh, and AI Search assistant came up with the link to the Jack Lemmon quote.
