Putin knows that if he violates The Outer Space Treaty (1967): The "constitution" of space law, he will open a can of worms.
There is no single international treaty that explicitly outlaws the shooting down of satellites using conventional weapons. Well that would make deployment of satalights nearly impossible til about the end of time. That would be ultra stupid but we are talking about Putin.
 
I wonder how good Musk's aim is? They would not get all of them, and I'm thinking that having several million satellites landing at terminal velocity at his roof, or at all of their major cities, all two of them might be the outcome he'd want.

Then there is the USA's significant nuclear arsenal.

If a nuclear warhead detonated in low-Earth orbit, it would send EMPs along a wide swath of the planet's electromagnetic field, which could shut down electricity for entire continents. If you thought the consequences of satellite destruction seemed bad, this would be exponentially worse.

It is currently uncertain whether Russia’s pursuit of a space-based nuke is actually a serious project. “What’s not clear is [whether] this is [just some] PowerPoint by some general in the Strategic Rocket Forces or a seriously funded program,” McDowell says. And it may exist only as a scare tactic, without any real intention of being used, because of its apocalyptic implications. “I’m skeptical that [the Russian government has] a serious operational plan to fire nukes in a conflict in space,” he says.
 
Russia is a failed state. Its fiasco in Ukraine is a generational embarrassment, their economy is in the shitter with petroleum income dramaticallly down, they produce almost nothing and what they make is crap. The only thing they have is threatening a nuclear attack of some kind. Once they actually do it, Russia will promptly be obliterated and they know it. But not every national leader is a ***** like those in the EU.

I know this they do it it will likely take down all the satalights. Say good bye to gps. I spend most my time on the water. I don't want to go back to charting. It is a pain with no waves. Charting accurately while you are rolling on a rough day is a real pain in the ass. Now when I fish a reef I am with in a few foot accuracy. Makes pretty easy. I don't want to go back to the old way.

The damage a orbital nuclear attack would be much more devastating than just losing GPS. The immediate effects would be crippling. But the attack would set off a chain of events that could, very well, lead to the end of life as we know it.

Russia is becoming more and more of a rouge state each day. But rouge states that feel their future is in dire straights are capable of atrocities such as this. I hope the US is taking this threat seriously.
