Photos of the fire show an empty parking lot. Google earth pics 2 yrs old indicate it was the size of your average grocery store.
It doesn't matter how nearby- they used a missile that they have no idea where it will land.
It's amazing how people make excuses for this. This was an act of terrorism. That place is 150 miles from the front lines. They hit it at 4:00 in the afternoon, when there was sure to be a lot of people around.
If their target was the industrial plant, they could have hit it in the middle of the night to try to minimize civilian casualties. But Russia DOES NOT WANT to minimize civilian casualties.
The safest place to be is the probably target itself. That industrial plant used to repair equipment, but they say it hasn't been in that business for many years.
