This has nothing to do with a virus. They have been letting criminals go since the Obama admin. To simplify things, they don't bother to put them in prison anymore. Just give them a ticket to appear and off they go to continue the crime the police interrupted the first time.
It's more like: Do the crime, cause there is no time...
