Im not sure, because i dont want to say something wrong. But I think roma is at least used since hundred years, but some say it was always used and means "man" or "human" in gypsy language, and that gypsies always called themselfes roma, or themselfes, and others called them gypsies, or cigani, zigeuner, etc. But I dont know that hundred percent im not sure. But I will do a inquiry, or google search.

I think it comes down to individualism and fair play, i dont think discriminating against "groups" is a american of democratic value even. But I think gangs, or individuals or crime families should be harshly persecuted by the law, and punished. Now thats not really the same as what you say, though, we dont say the same obviously. You say they should be as "group discriminated" or by "their birth" which is the same. I told you roma might have high crime rates, but thats not what defines a roma, the media and politics is guilty though for example for missclassification of roma or what means to be roma. That is for example one reason, a missclassification roma is a "culture" or "criminal culture" when its genetic, and even someone adoopted to another culture is just as roma for example. Or someone from the middle class.
