In reading the Republican bill to fund the government through September 30 2025, I was struck by the extreme badness of the bill it is so bad that I am compelled to say that anyone that holds a belief in religion should deem this bill proof that the devil, the person behind horrid occurrences in human history like slavery and the Holocaust of World War II, is still alive and operating! This bill is truly evil it protects, encourages and enables the dismantling of the U.S. Federal government being orchestrated by President Trump where he is not implementing a plan to eliminate waste, fraud and abuse in the government it is not an endeavor of conscience going on here for there is no distinguishing between good work the government is and should continue doing and unnecessary and needless work that should be eliminated. On multiple angles this bill is extremely bad to begin with to be an honest bill it should not be called essentially the "Full Year Continuing Appropriations for 2025" it should be called "Full Year Continuing Appropriation for 2025 and the Partial Appropriations for 2026" this two year funding scheme is done so that when Republicans do their "Reconciliation bill for FY 2026 " later this year where they fund the government for FY 2026 and extend the 2017 tax cuts it will involve them taking a meat clever to federal spending and the devastating practical effects will be masked by the abundance of 2026 monies already put in the coiffeurs in 2025 for the major targeted departments with this bill. Specifically, what the Republicans are trying to do is hide the effects of the federal cuts they will be making because it will make a lot of American voters mad when they experience what the Republicans have done and they will be inclined to penalize Republicans at the polls in November of 2026. In Section 1109 (b) Republicans appropriate for FY 2026, $261 billion to Medicaid to pay states for the federal portion of the Medicaid bill, $1.6 billion for the program that provides aid to states for "Child Support Enforcement", $3.6 billion for the program that provides aid to states "For Foster Care Placement For Children" and $22 billion for the Supplemental Security Income Program (SSI) that provides income to low and no income Americans who are disabled, blind or aged. In Section 11109 Republicans appropriate for FY2026, $75 billion for Department of Veterans Affairs - "Medical Services", $34 billion for Department of Veterans Affairs "Medical Community Care", $12 billion for Department of Veterans Affairs "Medical Support and Compliance", $9 billion for Department of Veterans Affairs "Medical Facilities", $227 billion for Department of Veterans Affairs "Veterans Benefits Administration - Compensation and Pensions" and $20 billion for Department of Veterans Affairs "Veterans Benefits Administration - Readjustment Benefits". Is the Republican Party's agenda to privatize medical care for Veterans (many Veterans have serious battlefield injuries, is the private sector equipped to give these soldiers/veterans the care they need?) if so they should own it, be candid with the American people about it and explain why it is good public policy!
What the Republicans are doing with this bill is they are empowering the President to disregard the will of Congress about how Federal monies should be spent, this bill empowers President Trump to disregard the decisions of Congress on spending embodied in the language of the provisions of the bill. The Republicans in this bill are diminishing and relinquishing Congressional power set forth in the U.S. Constitution for Congress known commonly as "the power of [the nation's] purse". In Section 1113 (b) this provision essentially says that if the President orders a sequestration (which is a cancellation of spending authorized by Congress to reduce a deficit and what did America have for FY 2024 a deficit of $1.8 trillion so to be realistic any cutting President Trump wants to do and categorize as a sequestration will meet the definition) the Congressional Appropriation Budget gets adjusted accordingly so the Trump Administration will be in conformity with the Congress's Appropriation law which practically means President Trump gets to override the decisions of Congress on a huge amount of spending which means Congress is abdicating its Constitutional authority on spending. In this bill the Republicans foolishly and irresponsibly give the President way too much latitude on the timetable the President must following in carrying out Congress's budgetary law in Section 1411 of this bill Congress expands the Presidents power to spend appropriated monies, for FY 2024 the President could only spend up to twenty percent of respective appropriated funds for a year in the last two months of that Fiscal year with this provision President Trump will be permitted to spend forty percent of the monies appropriated for the fiscal year in the last two months the Republicans have all but guaranteed that President Trump will use the power to spend Congress appropriated money as a weapon he could use it to get states to bend to his will or he could use it to get noncompliant members of Congress to bend to his will; or he could use such monies for lamebrain projects like building a Riviera in the desert!
It is clear with this bill the Republicans are okay with abdicating Congressional power defined by Congress; this is a most serious transgression! The American people should fire at least a handful of Republican House members and one or two Republican Senators over this betrayal of the U.S. Constitution. Nobody forced these holders of Republican seats in Congress to run and take these seats in Congress; they did it of their own free will and therefore are obligated to do the duties involved in the office. And part of the duties of members of Congress is to review how money is spent by the Federal government therefore these members of Congress should know the operations of the Departments and agencies which their committees oversee and know the big contracts these agencies and departments enter into and if any such spending is wasteful or inefficient or ineffective they should cut it in the budget process. They should not abdicate these duties to a President that treats cutting like he is just playing a role on the Apprentice and the President's top lieutenant who is a self-indulgent billionaire who is callous and out-of-touch with the world that ordinary people live in. The disregard the Republicans are showing with this bill for the lives of their countryman and neighbors that will be affected by this little deliberative and reckless cutting is disgraceful beyond words and needs to be stopped!
