Okay, you are leaving a few points out.
Clinton went to court, and was found not to be liable for sexual harassment because under Federal Law, Jones was not a direct report and she suffered no consequences.
She was paid, essentially, to not drag the case she lost out through appeals AFTER she dropped her demands for an apology for seeing Clinton's Weiner, which must be a thing of Lovecraftian Horror the way she was carrying on.

This was a civil matter.
Clinton was impeached for lying in this case on a matter the judge had already ruled immaterial before she dismissed the case.
He paid a $10,000 fine and surrendered his law license.

Because Clinton used his own money to pay her off. He didn't entice others to pay her, so that payment didn't violate campaign finance laws. And he also didn't falsify financial records to cover up the payments.

About $1.5 million
I view the Democrat Party control being run in similar fashion as organized crime. They're opposed by a group that is highly disorganized, as we seen over the battle for Speaker of the House.
