Rand Paul threatens to block Senate resolution supporting Ukraine

It seems pedantic, but Rand Paul is right to insist on language clarifying that the Ukraine resolution cannot be construed as an authorization to use force. The resolution urges POTUS to "exhaust all tools" to impose costs on Russia & restore peace.
