Maintaining "Law and order" requires occasionally clamping down on criminals. The image below shows that NYC had a rise in crime, then a decline. The criminals need to be kept in check or they go wild, whereas when kept in check, the crime rate goes to historic norms. Chicago needs strong action to get the crime rate back to normal levels.
