Question About Obamacare Repeal Bill

Does anyone here know if the additional language sought by the "Freedom Caucus" would have changed this bill from a 51 vote budgetary matter in the Senate to a 60 vote cloture measure?

In other words, were these addition provisions not included because the bill would not have passed in the House, or because it wouldn't have passed in the Senate?
