The massive garbage problem is a fact, but the joke was in the delivery, first conjuring up the image of a floating pile of garbage in the ocean and then revealing it is Puerto Rico. If anyone should be insulted by this joke, it is the government of Puerto Rico or perhaps the Biden - Harris administration which has neglected it, but there is nothing in the post derogatory about the Puerto Rican people, as you well know.

If they are Puerto Ricans, they cannot vote for President. They have no electoral votes. In NY, they can only vote if they are registered in NY, which means they are New Yorkers, not Puerto Ricans as far as voting is concerned.
