Why should it change decades of corruption and mismanagement just because a couple of hurricanes destroyed the infrastructure? Since when do Leftists let such minor things get in the way of their socialist goals?

Okay, let's look at that. The problem is, we've treated Puerto Rico like a colony since we annexed it in 1898. It wasn't like we gave them a lot of say in what their destiny was.

so I'm not sure what type of "reform" you want. and the corruption and mismanagement was Donald's FEMA.
