there will be propaganda in any political forum by special interests.

the most simple propaganda is a user who is payed to have a certain point of view
the next complex propaganda is 1 or more users who have a certain point of view who are in reality a nummber of people working with proffesionals to make this point of view more intense
the next level is a propaganda agiency which uses a nummber of users to propagade its point of view
the next level would be a swarm of users
