In Africa its simple, so called "western countries" support and prop up dictators who don't give a damn about the people in exchange for control over the country's resources and the ones they can't control they smear as corrupt and evil like Khaddafi and in South America people like Chavez and its simple to see why, they both have oil, most of the western countries lack those resources in abundance so they want control of it.
