This was what LeMay was planning to do from Okinawa with B29s...and with all the B17s and B24s from Europe...making napalm production the priority for all munitions production...and hit them multiple times per day until they surrendered or ran out of Japanese.
Either was fine with him.

The Japanese should bow daily to a portrait of Truman for dropping both A-bombs.
