Five years for multiple murders?

A New Mexico man who killed five family members as a teenager previously was set to walk free next week on his 21st birthday, but a judge Thursday ordered him moved from a treatment center for minors into an adult jail

^^^ According to the write up, the boy was 16 when he did the killing. If he was not tried as an adult, to me, he should've been. Also what is up with him getting the chance at first to go home after hitting the age of 21? Whoever decided that is in sheer and severe need of a brain transplant!
