The money comes out of his budget, and he decided that it is more important to fly around the country demagoguing than keeping the tours. If he hadn't done all of that he would have enough money to run them for about 16 months.

By the way, the White House is claiming the Secret Service cannot afford to pay 7 uniformed members of the Secret Service to stand around watching the tours. The Secret Service is getting $66 million more this year than they got in 2011, which will pay for about 70 years worth of tours. Where is all that money going?
The Secret Service has to do advanced preparation every time the president makes a trip. They send agents, rent hotel rooms, pay per diem, and all the other expenses for a lot more than 7 people every single time Obama takes a trip. Obama flew 5200 miles to whine about the sequester, spending $1.6 million just to fly the ******* plane. How much did the Secret Service have to spend for those trips?
Care to explain why it is more important for Obama to complain about a spending hike than run let people walk through the White House on an unguided tour? Keep in mind that, even if there are no tours, those 7 uniformed Secret Service members still get paid to stand guard at the White House.
