How do you suppose Obama would do that? those cartels are more dug in down in Mexico than the insurgencies in Iraq or Afghanistan.

Legalization would not only take money away from the cartels, it could also create a huge number of jobs in manufacturing that uses hemp products and farming/processing hemp. It would also free up billions in spending on law enforecment/prosecution, and incarceration of non-violent drug offenders. It would reduce violent crime and reduce costs associated with that as well.
