Which is irrelevant. Presidents always gain in popularity after they leave office. Even Nixon did. You might as well argue who was the better basketball player, Wilt Chamberlain or Michael Jordan. You can't, because they didn't play against each other played against different players and played different positions. All you can say is each one had different strengths and weaknesses, and each dominated the game in their own way.
