If he is charged, it will be based on evidence that he actively participated in a conspiracy to frame a political opponent to prevent that person's election which almost certainly would be a criminal offense, possibly even violating RICO laws.

Bondi will require ironclad evidence that will hold up in court before she brings such charges. There are numerous legal analysts who suggest he should be worried though.
