It is, but it takes an act of congress to make changes to the program and that has not happened. When the Social Security program began, it was for citizens only and that hasn't changed. Obama thinks he can unilaterally change laws to suit his agenda. He can't.

Obama swore to uphold the constitution and all of our laws. He isn't doing that. While having prosecutorial discretion allows officials to choose which cases to prosecute or not, they cannot change the laws. Obama is stretching prosecutorial discretion to the point of breaking by ignoring all our immigration laws by not deporting illegal aliens. To add insult to injury, he is also dictating that illegal aliens be treated as citizens prior to them going through the process to apply for citizenship. There are no allowances for that in the law and Obama admitted that he was intending to change the law, which is unconstitutional. They are appealing a decision by a judge because Obama thinks he should get away with tyranny.

Upholding laws and rewriting them are two completely different things and Obama seems to think he can wave his hand and magically change anything he wants. He is acting like a dictator and there is no way anyone can defend his actions.

Both Reagan and Bush 1 issued delayed deportation and working permits(with SS numbers) to the spouses and children of the illegals that did qualify for the Reagan Amnesty, these spouses and children did not qualify for amnesty Congress passed....so these presidents ''deferred deportation'' on these spouses and children so not to break up families....gave them working permits and social security numbers.

inform yourself....there is tons of information on our history and what previous presidents have done, WITHOUT CONGRESS, on delayed deportation.

They are given tax numbers, not the same cards as citizens get. They are supposed to pay taxes and have a work permit. Work permits expire, but too many stay past that and live under the radar. They are not supposed to get Social Security or other benefits, but we know they do anyway. It's become such a scam and government is behind it.

Illegals sometimes get a tax number, but usually use other peoples' Social Security numbers or fake ones. And for years, the government has done nothing but collect the money. They don't even warn people when their numbers have been compromised. Government doesn't give a shit when citizens face hardships because of the theft. Some people have discovered an illegal alien's name on their retirement accounts after the illegal used their number. Some people have been denied loans because an illegal alien used their identity and ruined their credit. One woman couldn't get any aid or loan for school after her husband died because an illegal alien using her identity was making too much money. Another woman was harassed by the IRS because she owed back taxes from 3 different incomes she supposedly earned in 3 different states. A lot of people have been victims and the government doesn't care as long as someone pays taxes. One woman discovered a woman using her name and Social Security card. She knew where the woman lived and worked. She wasn't able to get help in getting her own identity back. Local cops said it was a federal matter and the feds didn't give a shit. Not much recourse when you are a victim of identity theft, even when you know who the person is and where they are located. How many people have police records, bad credit or massive debt in their name because someone looking for a better life found one that already belonged to someone else?
