So? They both have the same vote...both one vote. The Chairman simply runs the meeting.

There are three voting members, the Sgt at Arms of both chambers, and the Architect of the Capitol. The Chief of Police is a non-voting member.

Moreover the Board, simply conducts oversight of the Capitol Police....they don't do day to day operations. They aren't going to call a meeting in the middle of riot or protest and decide what to do. The order to stand down doesn't come from the board

I said it the very day it happened - there are 2,300 capitol police. Only a few handful were present on a day not one, or two - but three law enforcement agencies provided warning to capitol officials what was coming.
And yet - on this day - records show more officers were off duty than even an average day.
