Of course it was. Do you think Waltz just randomly added this editor or picked his name out of a hat? Someone steered Waltz into doing it and once the Atlantic got hold of the signal conversation, HE leaked it.

Then where do you get your information? I doubt you were there in person.
I get most of my information from people who WERE there, or at least are directly or indirectly involved in events either in some official capacity or former official capacity still with connections to their sources. Where that is not possible, I get info from multiple sources with a historically solid track record who when tested against other reliable sources, all give a similar picture of the story. I do not use sources who merely "pick up" stories off the wire then repeat and copy them.
