There were Gain of Function (GOF) lab "accidents" that terrified responsible research scientists before 2014. That prompted an outcry from hundreds of scientists that forced the NIH to suspend GOF research for 3 years until they fully mitigated the risks. So what happened after they lifted the ban on GOF research? They funded the Wuhan Virology Lab where we would have little if any oversight on what the Wuhan scientists were doing. Wuhan conducted the research at a very lax control level 2. And a couple of years later, Covid-19 exploded around the globe.

Statement on Funding Pause on Certain Types of Gain-of-Function Research
The White House Office of Science and Technology Policy announced today that the U.S. government will undertake a deliberative process to assess the risks and benefits of certain gain-of-function (GOF) experiments with influenza, SARS, and MERS viruses.
