Collusion is hard to prove unless there is a mountain of evidence. Mueller report did not go down the path of collusion. He clearly says that they did not establish something occurred but it is not the same as that there is no evidence that it occurred. Presumption of innocence wins versus whether there is a mountain of evidence.
