It was actually Seattle, not the whole state of Washington. It also wouldn't even be a ban in the city of Seattle, but rather the use by city employees in government documents, or perhaps while at work. I'm also not sure there was an actual ban, it may have just been a recommendation in a memo. Supposedly there is a history of brown bags having been used as a measure of acceptable skin color; if someone's skin was darker than a normal brown paper bag, they were not allowed into events.

It still seems silly, but it wasn't quite what you described.
