When clocks were very expensive mechanisms that only churches had money to build, the hourly bellringing was a public service. The Muslim call to prayer may have a similar origin in timekeeping. That can be annoying now when everyone has a cellphone with a clock, but that will pass. Some sort of town clock or church clock will be needed again in postindustrial communities.
