Where is the government supposed to buy the stuff they're shipping to Africa, moron? They can't go down to the Home Depot in Africa and pick up that farming equipment for the village. There's no Walgreens for the drug store.

Of course the money was spent in the US to send goods and supplies overseas, moron. They can't buy any of these things in the African nations they're helping. American farmers lost millions because USAID bought food from them to ship to Africa. The contractors being paid were supplying goods, or delivering aid to the countries.
