Germany is militarily .....It is too weak to lead Europe by supplying security to it, and thus it seeks to appease European enemies such as Moscow empire and han- China by letting them extend increasingly greater influence over the continent. Germany is a dangerous pacifist.

Ukraine does not have time for the EU to debate and then act. They need more war materials now to convince Putin that the war is lost and he needs to take a peace deal. I don't know how to coordinate which country makes what items, but the EU countries need to convince Putin he can't keep up by flooding Ukraine with armaments.
