1. Stop the fleeing criminal.
2. When she refuses to get out of her car, tie the doors shut with a nylon strap.
3. Bring in a fork truck or get several officers and flip the car over upside down on its head.
4. Leave area and occupant there can wait for a winch toe truck to come take her and vehicle to pound.
