Because it seems incredibly inefficient, leading to increased expense, doubling up of resources, blurred communications. But then I'm used to a national police force.

I maintain that it's not okay for cops to gun down anybody, including armed ranchers that they ambush on back country roads. On the way to a potluck/sing along.
