Mass transit permits enforced during epidemic

When there is an epidemic, what if people had to have a permit to ride a subway, train, bus, airplane, taxi etc.? People in certain professions would have their permit at all times, even when there is no epidemic. However, when an epidemic hits, only people with permits can use public transportation and anyone without a permit has to apply for a temporary permit.

You would need a permit to purchase a ticket.
 
People in big cities rely on mass transit like subways for EVERYTHING. How do you get a permit to go to the grocery store? To check in on your elderly mother at home alone? How do you get a permit to go to the doctor?
Nah, it wouldn't work.
