This is welcome news to the Republican Party. This is all but a certain pick up for them regardless of next year's environment. Manchin obviously saw the writing on the wall after pulling off a victory in 2018 by the skin of his teeth while the Democratic Party was cleaning up everywhere. He wasn't going to be handed such a convenient environment again.
