After reading more of the story it is not as clear cut as the OP tries to make it seems. The guy in the wheel chair had a realistic looking air-soft gun that he pulled out of a bag. The white guy escalated the issue by confronting the other man but it was over military service and likely had nothing to do with race. Stolen Valor confrontations like this happen all the time. There are websites dedicated to the issue.
