It depends on the situation.

I hear people online say "female cops are not effective" and I say that it depends on the situation. Females have gone to war, female cops have guns too. I would trust the average female cop over the male cop, especially some men who just should not be in policing.

The old Dirty Harry model is rarely effective and only in the extreme situation. Vast majority of police calls do not need escalation and in fact, the presence of the cop often leads to escalation.

Hire good cops. Hire good support workers who can take work off of their plate in a cost effective manner. When people are struggling they do not need some yahoo running out with pistols shooting. These guys are a danger to their own colleagues and the general public.
