She has the right to make her own police forces not cooperate or follow directions from federal officers.

What she doesn't have the right to do is interfere with federal officers. She or any other State official tries that, arrest their asses.

Good luck with that. Greg Abott, the Governor of Texas, attempted a similar action to secure Texas' southern border, and the DOJ ended up suing the state to remove border protections. What goes around, comes around, and a Trump administration will most likely follow suit.
