That's one possible theory......but there are a LOT of toothless rednecks in those areas who buy lottery tickets hoping for enough cash to at least get dentures I would think?

There's a very obvious reason.

Lotteries appeal to those who are extremely ignorant about basic economics and mathematics. In other words, liberals.
