That's why their strategy of "soft power" and "building regional alliances" seems failed, and it's time to come to the more direct actions, like usage of brute force and/or starting to play a nuclear deterrence game. Yep, much like China, Iran does not actually leave its soil with marching armies, navies or air force, they do it all via proxies.
Everyone uses proxies. America, France and England use more proxies, and invest a way more resources in them. But additionally they use brute force and illegal and unprovoked aggressions. That's make Iran more responsible member of international community.
