The cop in the OP is A MAN. Therefore, the proper pronoun to refer to him is HE.

P.S. I will never support the act of getting a sex change operation, but if a person who has one just happens to be a cop, their service will be appreciated. These people who put on the uniform and jump in front of bullets to save people that they have never met before don't have to sign to do such a job in the first place...but they do it anyways, so get off of your toad stool and tell them "Thank you!"
