That is for sure one way to look at it.

My point of view is that if you are unable to build a functioning State, you shouldn't get one. Form a government with established laws and regulations. Follow those. Prevent terror and/or enforce consequences for terror. Negotiate with other States (especially the one you want to secede from). Honor your partnership agreements. Control territory. Build an economy. Make trade agreements. Find a niche market, or two, or three, to employ your citizens. Establish universities. Do research. Attend technology conferences. Fill your museum. Invite tourism. Step in and step up.

That's what real "resistance" looks like.

That will never happen in the failed fragmentary rump-state erroneously labeled as "Palestine". They don't have it in 'em.
