This decision creates standards for when police can claim they were theatened and had to use deadly force. But police are still trying the same ol, which means they have refused to follow the laws they were hired to enforce. The moment of threat, especially when the officer creates the threat such as Felix did by jumping on a moving car, is invalid as a reason to inflict deadly force.
