During Harrisās stint as a San Francisco prosecutor, she aggressively looked the other way and halted a wave of prosecutions of priests which her predecessor had set into motion, after years of men stepping forward with allegations that they had been raped by a number of priests whose names came up repeatedly. At the same time records show that Harris was receiving large sums in campaign donations from the Catholic Church.

Piscitelli had met with Hallinanās office to discuss his case and the ongoing investigation into the church. But, he said, when Harris took over, his access to the office was shut off and his requests for clergy abuse files were ignored. Piscitelli resorted to handing out flyers and picketing outside the district attorneyās office on San Franciscoās McAllister Street.āā¦
Several survivors of clergy abuse said they believed that Harris had declined to release the files in deference to the Catholic Church, which has historically held sway as a major political force in San Francisco.

McAteer, one of the survivors who spoke to The Intercept, said his abuser had continued to rape children well after he had reported the incident. āI went to the church in ā77, wrote the archbishop, met with the archbishop, told him the story of what happened when I was raped by Father Keegan,ā said McAteer. The church, he said, ācovered it upā and allowed his abuser to continue raping children. With the church failing to report the abuse to authorities, Keegan was moved to Santa Rosa, California, where he was accused of raping or molesting at least 50 other children.ā

āHarris had no particular ties to the Catholic Church or Catholic organizations, but the money still came in large, unprecedented sums. Lawyer Joseph Russoniello represented the church on a wide variety of issues, including the handling of the church abuse scandal. He served on the Catholic Churchās National Review Board (NRB) of the U.S. Conference of Catholic Bishops. The purpose of the NRB was to review Catholic Church abuse cases. Russoniello was also a partner in the San Francisco law firm Cooley Godward. Russoniello donated the maximum amount by law to her campaign, $1,250, and his law firm added another $2,250. He also sat on Harrisās advisory council when she was San Francisco district attorney. Another law firm, Bingham McCutcheon, which handled legal matters for the archdiocese concerning Catholic Charities, donated $2,825, the maximum allowed. Curiously, Bingham McCutcheon had only donated to two other candidates running for office in San Francisco before, for a total of $650. As with Russoniello, their support was unusual.ā
