That isn't what happened. In the Garcia case the court pointed out the lower court had the authority to order his return.

What the Supreme Court did was rule that a ruling from one district Court didn't make their ruling automatic in other districts.

That's not what the SCOTUS ruling did either.

What it did was limit Federal District courts ruling to issue nationwide injunctions in general and limited such action to (a) the parties before them, and/or (b) their federal jurisdiction from a procedural standpoint without addressing the merits of the underlying case. That is still to come.

But, and there are a couple of big exceptions:

#1 The SCOTUS ruling limited action based on individual claimants, they did not address when the claimant is a State or group of states which may span multiple jurisdictions.

#2 Both Justices Kavanaugh and Sotomayor (right wing of the court and lefft wing of the court) pointed out that Class Action certification under Rule 23 was still a possibility. So nationwide injunctions can still occur, but there are more defined scenarios where a judge can do that if the filing parties meet Class Action status.
