I'm just going by what our Syria envoy admitted to in an interview. To be fair, Trump had been lied to repeatedly by the military about troop levels in Syria. He would've pulled out more troops from there had he actually been provided accurate information. We never left so how do we go back?
If you say to pull all the troops there is nothing left. It's sad how people make up these kinds of excuses. Trump didn't follow through on most things.

‘We were always playing shell games,’ says Amb. Jim Jeffrey, who also gives advice to President-elect Biden.www.defenseone.com
It's kind of surprising that he would openly admit this, but it shows you that the president isn't really in charge of our foreign policy. In theory, our military has civilian leadership, but the president is dependent on the military telling him/her the truth. The president doesn't typically have the means to ensure what's being said is actually true.
It's a lot like our intelligence agencies. How exactly can you confirm that the CIA is telling you the truth? There is officially oversight of the CIA, but how effective is it really?
What would happen to someone that admitted to lying to the president?
