Debra Wall, head of NARA, was a Biden appointee and took the position a May 2022, a few months ahead of the Mar-a-lago raid and shortly after the FBI first peacefully visited Mar-a-lago to examine the documents Trump had. She replaced David Fierriero who reportedly was 'encouraged' to retire after that initial FBI visit to Mar-a-lago which while may be purely coincidental but does smell like something larger was afoot in all that.

But whether Debra was complicit in that raid or was merely the pawn to give them an excuse to pretend they had justification for it, I don't know. But the whole thing was obviously so bogus and engineered to make Trump look bad, almost nothing about it meets the smell test.

You can be sure NARA didn't take upon themselves to bury that photo, for example, but were almost certainly ordered to keep it hidden.
