I have 10 mature red rose bushes, two years ago a very cold night, around -15F killed them off and other people lost some trees and bushes
next spring there were new growth, the roots were fine so I had to prune them all down. That took a good hour and I had a massive mess to clean up with a pitchfork, the thorns are long and sharp
all but one had new growth until practically today, after two years it's alive! gave it some rose food and hopefully it takes off to so I can have my 10 in a row back again
