Yes, the major combat operations (the main inavasion) was over. Don't expect a clueless dolt to understand what that means though. He never declared "Mission Accomplished" for the war like lieberals have lied about. The banner that was behind him was put out by the commander of the boat to its sailors for their mission was accomplished.

It also has no bearing on what Obama said as President. But nice attempt to deflect.
